Her Story
From Dominican Republic Government Service to Federal Tax Authority
Luisa earned her Bachelor’s degree in Accounting and began her career in public service — working within local government in the Dominican Republic. That experience gave her something most tax professionals never develop: a firsthand understanding of how government institutions operate from the inside. She learned how bureaucracies make decisions, how rules get applied, and how to navigate a system to get results.
When she came to the United States, she brought that institutional knowledge with her and applied it to tax and accounting. As she worked deeper into the U.S. tax system, she saw the same pattern again and again: people with real IRS problems being underserved — either by preparers who weren’t authorized to represent them, or by large firms more interested in fees than outcomes.
She pursued the Enrolled Agent designation — passing the IRS Special Enrollment Examination and earning the only tax credential issued directly by the U.S. Department of the Treasury. Then she built Victoria Tax Resolution to do one thing well: represent taxpayers before the IRS and resolve the problems that have taken over their lives.
Luisa is bilingual, serves clients across all 50 states, and brings particular depth to serving Spanish-speaking taxpayers who navigate the IRS in a language that isn’t their first. She understands that pressure from both a professional and a personal perspective.
What It Means to Work with a Federally Authorized Enrolled Agent
An Enrolled Agent is the only tax professional credential issued directly by the U.S. Department of the Treasury. Unlike a CPA or an attorney whose authority to practice before the IRS depends on state licensure, an EA holds unlimited federal practice rights in every state in the country.
That means Luisa can represent you before all divisions of the IRS — Collections, Examination, Appeals — whether you are in Florida, California, Texas, or anywhere else in the United States.
She earned the EA designation by passing the IRS Special Enrollment Examination and is required to complete continuing education on federal tax law every year to maintain it. This is not a general accounting credential. It is a federal authorization specifically designed for taxpayer representation.

Her Approach: Stop the Clock First
Most people with IRS problems waited too long — not because they were irresponsible, but because nobody told them they had options. The IRS does not send a representative to explain your rights. It sends notices, then levies.
The first thing Luisa does is stop the collection activity. A wage garnishment, a bank levy, a lien — these can often be halted quickly once a qualified representative steps in. That buys the time needed to understand the full picture and build a resolution strategy that actually works.
She does not promise outcomes the IRS does not support. She does promise to know your options, communicate clearly, and put the weight of her federal authorization between you and the collection process.
EA vs. CPA vs. Attorney — Why It Matters
When you have an IRS problem, the credential your representative holds determines what they can actually do for you.
| Enrolled Agent | CPA | Attorney | |
|---|---|---|---|
| Credentialing authority | U.S. Treasury / IRS | State board | State bar |
| IRS practice rights | Unlimited — all 50 states | Limited, state-dependent | Varies by state |
| Specialization focus | Federal tax / IRS representation | Accounting, financial reporting | Law (varies widely) |
| Required tax law CE | Yes — federal tax law annually | General CE, varies | General CLE, varies |
| Represent before IRS Appeals | Yes | Yes (if credentialed) | Yes |
